Project description
Dubrovnik Airport Ltd. is located in a narrow land strip in the very south of Croatia and the border with Bosnia and Herzegovina and is of key importance for the economy of the entire region, as it brings 65% of tourists.
Its current condition is inadequate for the projected increase in traffic, which would eventually lead to a disruption of functionality.
The Dubrovnik Airport Development Project has been recognized as one of the key infrastructure projects in accordance with the Croatian Transport Development Strategy for the period 2014-2020 and the Transport Operational Program for 2013. The implementation of this project is also in line with the proclaimed goals of the Declaration on the Transport Isolation of Dubrovnik-Neretva County, as well as with the Europe 2020 plan and the EU White Paper.
The project objectives are:
- improving the county's connectivity with the rest of Croatia and the EU and preparing for Schengen,
- enabling the unhindered freedom of movement of people and goods and improving the quality of life in the region,
- reducing unemployment, encouraging regional development and investment activities,
- solving the problem of traffic congestion in the Terminal building and harmonizing it with international air traffic standards
The project includes:
- reconstruction of the runway, taxiways and parking lots
- reconstruction and extension of the Terminal passenger building
- construction of waste management facilities and improvement of environmental protection measures
- construction of a sewage system and relocation of the aviation fuel supply plant,
- construction of administrative and other facilities

Reconstruction and extension of the ZLD (OPP 2007 - 2013)
Dubrovnik Airport Ltd. and the Ministry of Maritime Affairs, Transport and Infrastructure signed a grant agreement on 22 May 2015 for a total value of HRK 1,537,509,800.00, of which HRK 1,114,694,605.00 is a grant from the European Union.
The allocated funds will finance project management services, supervision, land purchase, equipment procurement, runway reconstruction, taxiways, parking lots, passenger terminal building, waste management facilities, administrative facilities, and other facilities.
Financing is provided through the European Regional Development Fund and the State Budget of the Republic of Croatia.
The project implementation period is from 1 January 2014 to 11 April 2019.
Reconstruction and extension of the Dubrovnik Airport (OPKK 2014 - 2020)
Dubrovnik Airport Ltd. signed the Grant Agreement on 4 April 2017 to continue financing the project "Development of Dubrovnik Airport—Phase II" with the Ministry of the Sea, Transport and Infrastructure and the Central Agency for Finance and Contracting of EU Programmes and Projects.
The second phase of the project has a total value of 1.54 billion kuna, of which the total eligible costs are
1.16 billion kuna, and the grant is 858.56 million kuna. This project phase will be implemented through the Operational Programme Competitiveness and Cohesion 2014-2020.
The second phase of the project includes:
- reconstruction and bringing the ABC airport terminal building to its final purpose
- construction of the airport infrastructure and superstructure
- financing of supervision during the construction process
- financing of project management and administration
- supply and installation of an automated system for baggage acceptance, security screening and dispatch,
- procurement of air bridges
- procurement of rescue and firefighting vehicles

- Reconstruction and bringing the ABC airport terminal building to its final purpose

- Construction of the airport infrastructure and superstructure
The implementation of the above project will enable a greater number of passenger arrivals, and Dubrovnik Airport's traffic will increase to over two million passengers. In addition to better transport connections, it will affect economic growth, further development of tourism, improvement and modernization of infrastructure, and an increase in employment.
Technical documentation, promotion, and visibility
Dubrovnik Airport Ltd. and the Ministry of Maritime Affairs, Transport and Infrastructure signed the Grant Agreement on 5 November 2014 and the accompanying Addendum to the same on 3 December 2015, with a total value of 38,300,000.00 kuna, of which 32,555,000.00 kuna represent grants originating from the European Regional Development Fund.
This agreement refers to:
- the preparation of technical documentation,
- visibility services,
- project promotion,
- control of all activities necessary for the timely preparation of project documentation.
The implementation period of the contract is from 1 November 2014 to 30 September 2016.
The preparation of technical documentation and documentation sufficient for the public procurement procedure and contracting of works is carried out in accordance with the obligations of Dubrovnik Airport towards the Ministry of Maritime Affairs, Transport and Infrastructure in accordance with the General Conditions applicable to projects financed from the EU Structural Funds and the Cohesion Fund within the framework of the program for the period 2007-2013.
During the preparation of technical documentation, harmonisation and coordination is carried out with all competent authorities and public and private legal entities that may influence any aspect of the project implementation.
The technical documentation includes the documentation necessary for obtaining administrative acts for the intended spatial intervention, and administrative acts for the construction and execution of works.
According to the contract for the project "Zračna luka Dubrovnik Razvoj," the following documentation was prepared and submitted:
- Conceptual design sufficient for obtaining an administrative act for the intended spatial intervention "Reconstruction of buildings within the ZLD - Zračna luka Dubrovnik razvoj" - August 2015.
- Obtaining conditions and consent from the competent authorities necessary for obtaining administrative acts for the intended spatial intervention; final location permit - May 2014.;
- Amendment and supplement to the location permit - May 2016.
"Preparation of technical documentation" consists of 37 projects grouped into work packages to facilitate the implementation of public procurement procedures and contracting of works.
